Navigating the Transition: Key Differences for Quality Area 1 

The VET sector has officially entered a new era. As of July 1, 2025, all RTOs must comply with the revised Standards for RTOs 2025. This isn't a gradual transition – it's immediate compliance from day one.

The Fundamental Shift: From Process to Outcomes 

The most significant change isn't what you do – it's how you demonstrate why it works. The 2015 Standards focused heavily on having documented procedures and showing you followed them. The 2025 Standards take this further, demanding an outcome-driven approach. 

  • 2015 Approach: “Here's our procedure, and here's evidence we follow it." 

  • 2025 Approach: “Here's our procedure, here's evidence we follow it, here's the data showing it works, and here's how we improve when it doesn't." 

This shift means RTOs must now collect continuous feedback, analyse data, and demonstrate measurable improvements, not just compliance. 

Quality Area 1: The Biggest Changes 

Training Delivery Gets Structured 

While the 2015 Standards allowed for relatively loose training structures, 2025 demands clear pacing and structure. Simply providing a PDF learner guide and saying "it's self-paced" no longer suffices. 

  • New requirement: Training must be "structured and paced to support VET students to progress, providing sufficient time for instruction, practice, feedback, and assessment." 

  • What this means: You need to clearly identify where each phase occurs in your training delivery and show how you've determined appropriate timeframes for each. 

 Engagement Becomes Measurable 

"Training is engaging" is now a requirement you must prove with data. This could include: 

  • LMS analytics showing student participation 

  • Attendance rates and session engagement 

  • Regular pulse surveys (even simple 1-2 question forms) 

  • Discussion forum participation 

  • Assignment submission rates 

The Key: Don't just collect this data – act on it. When engagement drops, what interventions do you implement? How do you continuously improve engagement rates? 

Volume of Learning vs Amount of Training 

Here’s a crucial distinction: The volume of Learning requirements (from the AQF) still apply, but the "Amount of Training" requirement has been removed. This provides RTOs with more flexibility in structuring their delivery while maintaining educational integrity (but keep in mind training must provide sufficient time for instruction, practice, feedback and assessment). 

Assessment: Evolution, Not Revolution 

Most assessment requirements remain familiar, but with important refinements: 

  • Pre-Use Review is Mandatory - Every assessment tool must now be reviewed by someone who wasn't involved in its development before use. For small RTOs with limited staff, this means bringing in external reviewers. 

  • Academic Integrity Takes Centre Stage: With AI becoming prevalent, authenticity requirements have been strengthened. RTOs need robust academic integrity policies and practices that address:

    • AI use guidelines 

    • Collusion prevention

    • Social media sharing of assessment tools

    • Contract cheating

    • Educating students on academic integrity requirements

    Pro Tip: Focus on direct evidence through observation, video submissions, and competency conversations rather than relying solely on written submissions. 

    Validation Schedule Becomes Risk-Based: Your 5-year validation schedule must now be truly risk-based and regularly updated. New assessors, high-volume delivery, vulnerable learners, or changes in delivery mode all trigger additional validation requirements. 

Other Notable Changes

  • Industry Engagement: Broader Stakeholder Focus: The 2025 Standards expand stakeholder engagement beyond just industry to include "industry, employer and community representatives." However, the core requirements remain largely unchanged – continue your current practices of gathering feedback from a range of carefully selected stakeholders and implementing improvements (be sure to document how you’ve acted on industry feedback to improve your services). 

  • Credit Transfer Restrictions: Credit transfer is now limited to "equivalent training products" only. The previous ability to map units across different versions may be restricted, pending clarification from ASQA on how far back equivalence extends. 

  • Facilities and Resources: RTOs must now document strategies for identifying and managing risks associated with students using facilities, particularly for work placements. This includes regular monitoring of RTO and third-party facilities, resources and equipment and ongoing risk assessments. 

Immediate Action Items for RTOs 

  1. Update Your Statement of Attainment Wording: Add "NVR registered training organisation" to your certification. Contact your student management system provider for template updates. 

  2. Extend Assessment Retention: Assessment evidence must now be kept for 2 years after training product completion (previously 6 months from assessment decision). 

  3. Implement Continuous Feedback Systems: Start collecting regular, small-scale feedback rather than relying on end-of-course surveys alone. 

  4. Review Your Training and Assessment Strategy: While not mandated by name, you still need documented processes. Consider updating your current TAS to address student wellbeing and engagement measurement. 

  5. Strengthen Your Validation Schedule: Make it truly risk-based and update it regularly as circumstances change. 

The Bottom Line 

The Quality Area 1 changes represent evolution, not revolution. Most of what you're doing remains valid – the difference is in demonstrating continuous improvement through data-driven decision-making. 

Success in this new environment requires: 

  • Systematic data collection across all operations 

  • Regular analysis of that data to identify trends 

  • Proactive interventions when issues arise 

  • Continuous improvement based on evidence 

The organisations that thrive under these new standards will be those that adopt an outcome-focused mindset and utilise data to drive genuine improvements in student outcomes.
